URBAN DESIGN AND PLANNING FRAMEWORK FOR ENVIRONMENTAL IMPACT ASSESSMENT(EIA) IN URBAN DETAILED PLANS, CASE STUDY: TEHRAN, IRAN

Abstract

The detailed urban plans in Iran’s urban management are basis for decision making about the land uses,road pattern and densities and other main elements of the urban planning with adaptation of the suggestions and the macro strategies of the detailed plan with EIA indices, through which, it is possible to make a big step towards the environmental management along with economic and social sustainability. Therefore, the framework of the combination of all the principles of the EIA in detailed plans through the composed guideline is selected as the subject of the current research. To this goal, this research focused on the strategic environmental assessment (SEA) at the macro level of urban studies. Study the structure of evaluation framework (including the goals, environmental cognition, determination of the scope of the plan, the environmental impact assessment, and consideration of the proposed alternatives in detailed plans and the secondary evaluation of the proposed alternative options) was the next step. Documentations have been performed in this regard. Also in this process, the methods for evaluation of the social and economic aspects of environmental impacts and the evaluation tools are introduced simultaneously. Finally, the organizational structure changes to execute the mentioned guidelines will be presented.
