EVALUATION OF NEW TOWNS OF TEHRAN BASED ON URBAN DEVELOPMENT INDICATORS

Abstract

The Industrial Revolution and increased population made urbanism an irreversible and irrefutable process that influences all aspects of life. Following increased population due to immigrations from villages, it is necessary to find solutions to establish and distribute population, prevent marginalization, excessive growth and development of metropolises, and incidence of unpleasant economic and cultural consequences. After the Islamic Revolution in 1979, with increased population and decreased life quality, the policy of creating new towns was taken into consideration to control excessive population of metropolises to make a spatial demographic balance. In this study, new towns in Tehran were studied from the perspective of achieving urban development indicators. Indicators that were selected as measures to evaluate new towns consisted of population absorption, employment, literacy rates, livelihood of the city’s central streets, and variety of rental housing. Finally, after investigations, analyses, and library and field studies, it was found that Andishe new town was more successful than other towns in Tehran in terms of achieving urban development indicators and Hashtgerd new town earned the last rank that according to the objectives of the study, some perspectives were determined for this city and a lot of expenses were dedicated. This failure has to be taken into consideration and planning is necessary in this regard.
