Abstract
The waste bank is one of the program from the community, ratified nationally through the Regulation of the Minister of Environment 13/2012. As a pioneer province of waste bank program, Yogyakarta has 495 units of waste bank. However, the performance of the waste bank is not well measured, due to unclear factors that affect its performance. This research is conducted in 66 units of waste bank spread in Kartamantul Territory (Yogyakarta City, Sleman and Bantul Regency) with field observation method, using interview technique and taking data with questionnaire, processed descriptively based on the real conditions. Indications of factors which affect the performance of waste bank are divided into four main categories: the beginning of program implementation, input, process, and output of the program. Each major category has various variables that influence, there are 29 variables ranging from the motive of program implementation, the community response, the involvement of other parties, the terms of the savings, the customer motivation, organization, the saving records, the payroll, until the economic value which successfully developed of this program.
