Abstract
In the process of rural development, it is necessary to address the situation and the role of management in rural development. In the current era, every organization needs empowerment to strengthen the efficiency and effectiveness of its activities and performance. Now, many of our villages are underdeveloped due to the numerous limitations, despite having many capabilities in the field of development of the existing spaces. This study was descriptive-analytical; and documentary and field methods were used to collect data. The statistical population included 28 rural mayors from villages of Koohsorkh district of Kashmar. Data collection tools were questionnaire and interview; and data collected were analyzed using SPSS. The results showed that the empowerment of rural mayors improved their performance.
