MODEL OF GENDER MAINSTREAMING SUCCESSION IN GREENBUDGETING APPLICATION IN CENTRAL JAVA PROVINCE, INDONESIA

Abstract

The Gender Responsive Budgeting in the last decade has become a mainstream issue that is applied structurally across agencies in Indonesian government. Meanwhile the Environmental Responsive Budget, as stimulated by Act Number 32 of 2009 is still not the main issue in the preparation of public budgeting. Through qualitative research method with in-depth interviews and analyzing public budget documents in the Central Java Province, it was found that green-budgeting issues have not been a priority in determining the plan and implementation of public budgets by stakeholders. This research led to a more applicable model of green-budgeting application in the form of phases and provision of Environmental Statement documents, because regulations and roadmaps related to the green budgeting have been widely published. Thus, each digit of the budget in each sector in the local government will be more responsive to the environment.
