Abstract
A marine ecotourism area is determined not only by the number of visitors visiting the region, but also by the capability of the ecosystem based management (EBM). Government intervention, especially local governments which have a large share determine the success of EBM management. The problem faced in coastal villages is the land use conflict between use for ecotourism and land use by the community for settlements. The conversion of mangrove forests into various types of use for electricity generation, settlements, trade areas have negatives on the destruction of coastal ecosystems. The purpose of this research is to identify how significant the role of local governments in encouraging the growth of marine ecotourism area is, including the strategy to formulate coastal management plan through coastal restoration by using Sidem coastal area as a case study. The research used Partial Least Square (PLS) to determine the one responsible for managing Sidem area and Analytical Hierarchy Process (AHP) to determine priority activities that need to be done. The results show that local governments should prepare restoring management plan for reinstating coastal ecosystems.
